    Note the caveat at the beginning of the questionnaire! “Open for public submissions
    We want to hear from you. How can Canada reduce emissions by 40 to 45 percent below 2005 levels by 2030?”

    Seems a basis for de-selecting and ignoring any and all input that strays from ways to reduce emissions.
